Adapting our defence to a dangerous new world

Gordon Brown's evident discomfort during Prime Minister's Questions yesterday, when challenged on his funding of the Afghan war effort while Chancellor, was a reminder of how politically sensitive defence spending is. That sensitivity helps to explain the curious timing of yesterday's defence Green Paper. By laying out now the groundwork for the post-election strategic defence review (shamefully, it will be the first such review in 12 years), the Government clearly hopes to neutralise the whole fraught issue during the general election campaign, leaving it to an incoming government to take the hard decisions.
